Planning and Zoning

The Planning and Zoning Department are responsible for managing the proposed planning and zoning concerns of the village.  This department reviews and makes recommendations on the following:

  • Certified Survey Map review
  • Comprehensive planning
  • Development of land
  • Extension of water/sewer/storm sewer
  • Creation of new residential subdivisions
  • Creation of industrial parks
  • Site plan review
  • Sign plan review
  • Parking lot design
  • Alterations/additions to commercial properties

Zoning Administrator

The Zoning Administrator is the primary administrative officer overseeing planning and zoning issues. 

The Zoning Administrator and staff are responsible for:

  • Issuing zoning permits, upon approval
  • Issuing conditional use permits, upon approval
  • Maintain maps, permits, licenses, records
  • Assist public with zoning/planning questions
  • Review, initiate amendments to the zoning code, as needed
  • Enforce zoning code violations
  • Review site plans
  • Review certified survey maps
  • Plan and organize meetings for Planning Commission
  • Plan and organize meetings of Zoning Board of Appeals
  • Review sign permit applications (as needed)
  • Maintain flood plain maps
  • Maintain zoning district maps
  • Interpreting zoning ordinances
  • Processes variances requests
  • Works closely with the Zoning Board of Appeals

Impact Fees/Other Fees

The Village of Baldwin charges impact fees for new developments, including residential subdivisions, new commercial and industrial developments etc.  The fees are due at the time a building permit is obtained.

Current impact fees are:

Water -   $1200
Streets - $1200
Parks -   $1000

Sewer Hook-Up Fee

For any new sewer connection, a $600 sewer hook-up fee is required.

Commercial/Medical/Industrial Sign Requirements

ALL commercial, medical and industrial signs, either on a building or free-standing, require a permit issued by the building inspector. Any proposed sign over 40 sq. ft. requires Planning Commission review and recommended approval.  The Planning Commission application can be found below.

Attorney/Engineering Fees

The developer is responsible for all attorney and engineering fees charged for review of plans and documents, meetings etc.  The Village bills the developer for any charges related to the specific development.
